Revoking AFSPA: Amit Shah’s Bold Move for Peace in Jammu and Kashmir

Amit Shah, the Union Home Minister, recently remarked on the transformation of the Jammu and Kashmir Police, noting their increased trustworthiness and effectiveness in leading anti-terror operations. He also mentioned the government’s intention to consider repealing the Armed Forces (Special Powers) Act (AFSPA) in Jammu and Kashmir. This act grants significant powers to armed forces operating in troubled regions.

The home minister said in 2010, there were 2564 incidents of stone-pelting which now is zero. From 2004 to 2014, there were 7217 terror incidents. That has reduced to 2227 from 2014 to 2023, and this is almost a 70 per cent reduction, he said.

Shah highlighted the government’s plan to withdraw troops from the Union territory of Jammu and Kashmir and entrust law and order responsibilities to the Jammu and Kashmir Police alone. He emphasized the progress made by the police force, contrasting the current situation with the past when they were less trusted.

The AFSPA grants armed forces personnel in disturbed areas the authority to conduct searches, arrests, and use force deemed necessary for public order maintenance. Shah mentioned its removal from 70% of areas in the North East and its continuation in Jammu and Kashmir.

Shah criticized opposition leaders Farooq Abdullah and Mehbooba Mufti, asserting that they lack credibility in speaking about terrorism due to alleged incidents of fake encounters during their tenure. He claimed that no fake encounters occurred in the past five years under the Modi government, and action was taken against those involved in such activities.

Regarding dialogue in Kashmir, Shah expressed a willingness to engage with local youth but ruled out discussions with organizations linked to Pakistan, attributing them to the deaths of thousands of youths.

Furthermore, Shah detailed the government’s efforts in countering terrorism, including the banning of 12 organizations, designation of 36 individuals as terrorists, and various measures to disrupt terror financing, resulting in significant seizures of assets and freezing of bank accounts.
